Packaging and Packaging Waste Regulation (PPWR): European rules on packaging and waste management 

The Packaging and Packaging Waste Regulation (PPWR) is a European regulation aimed at reducing the environmental impact of packaging. This new legislation replaces the existing directive and introduces binding obligations for all EU Member States. For businesses, this means that packaging must not only be functional, but also designed for the circular economy and legally compliant. 

What exactly is the PPWR? 

The PPWR forms part of the broader European Green Deal and sets out clear requirements for the design, use and processing of packaging. Among other things, the regulation emphasises: 

  • Avoiding unnecessary or redundant packaging 
  • The use of recyclable or reusable materials 
  • Clear labelling that facilitates waste separation for consumers
  • Mandatory targets for reuse and recycling by sector 

The rules apply to all links in the packaging chain, from manufacturers and packagers to distributors, retailers and importers. E-commerce companies shipping to the European market are also covered by these regulations. 

What does this mean for packaging users in the logistics chain? 

For businesses, the PPWR means that packaging can no longer be purely functional; it must also meet clear sustainability and design requirements. This has direct implications for the way plastic packaging is used within logistics processes. The use of single-use packaging is coming under pressure, whilst reusable, recyclable solutions are becoming increasingly important. 

Empty space in boxes, unnecessary protective layers or composite materials that are difficult to recycle are subject to strict scrutiny. Companies that design packaging intelligently, with minimal material use, maximum reusability and high recyclability potential, are better prepared for the stricter regulations. Sustainable plastic packaging thus becomes not only a logistical tool, but also a strategic component of regulatory compliance and environmental objectives.
